「子どもの家」入所希望者の舟を訪問
午前8時、大学生の塩沢さん、フォスター・プランを
している平木さんと懇談。1時間。ベトナムでの活動、
里親里子の制度など。
午前9時、ベトナム事務所に松下さんが出勤。
大体、体調を回復したようである。若さは回復力を早める。
塩沢さん、若林さん、松下さん、ソン君。ベトナム事務所で。
午前9時、「子どもの家」入所希望の家庭を訪問する。
ベトナム事務所から車で40分。フエ空港の先にある
フオン川の支流に浮かんでいる小舟が自宅。
家族と面会。
父親は30歳、母親は33歳。長男ＤＵＹ君（10歳）ー入所希望。
長女8歳（学校へは行っていない）、次男（6歳）、三男（3歳）
両親は自宅にもなっている小舟で川の底にある砂を
取るしごと。

舟の中を見させて頂いた。小舟の3分の2は砂取りや砂置き場用の
場所。
奥の3分の１が生活の場。炊事場兼寝室となっている。

４人のいる場所が寝室兼台所
ミンさん、「子どもの家」医師のタムさん、私、両親、ＤＵＹ君と
話し合い、ＤＵＹ君が「子どもの家」に入所することとなった。
来週には入所式を行う。
両親は小舟の砂取り用のポンプエンジンと小舟を動かす
エンジンを砂を買う業者から借りている。結局、１８立方メートルの
砂を取って業者に持っていくと２００円程のお金がもらえる
という生活実態であった。月収４０００円～６０００円。
家族の食費で消える額である。
ホーチミン市・フエ市・ハノイ市は建築ラッシュである。お金もちは
大きな家やホテル建築費へ大金を投資し、高収入を上げている。
しかし、建築用の砂や砂利を取る船上生活者はきつい労働と
不安定且つ超低収入で生活している。
高層ビル建築ラッシュとＤＵＹ君家族の生活の実態は
ある意味で今のベトナムの実態を反映しているように
思えてならない。ドイモイ政策はこうして「貧富の格差」
を異常なまでに拡げ、かたや億万長者が、かたや「その日暮らし」
のベトナム人を大量に生み出している。
これがベトナム社会主義の実態である。
「子どもの家」への入所・支援は、必ずベトナム事務所員が
直接自分の目で見て困窮度、家庭の様子、本人の入所意思など
を確認している。本当に支援の必要な子どもたちへ支援の手が
差し伸べられるようにしたいものである。
