５年ぶりにフエは大洪水
昨日からの豪雨。今朝４時頃から「フオン川」が氾濫。市内は洪水となる。
●市内はフォン川の氾濫で洪水となる
午前８時半、ボランティア貯金の調査団をフエ空港へ出迎えに。横井さんと小林さんが郵政公社よりボランティア交付団体の活動・会計等の視察にやってくる。
午前９時から子どもたちの健康診断の予定だったが、洪水で医師が市内に来られず、定期健康診断は中止。空港から「子どもの家」へ直行。「子どもの家」のスタッフも洪水で出勤できない。セン運営委員長も洪水のため出勤不能。「子どもの家」ではロック寮長がボランティア貯金調査団を迎えて活動の説明。
私とミンさんが施設案内。
●「子どもの家」を訪問するボランティア貯金調査団
午後１０時、オートバイ研修センター視察。途中で洪水のためワゴン車のエンジンが水没し車が動かなくなる。みんなで車を押して何とかオートバイ研修センターへたどり着く。オートバイ研修センターの回りの道は川と化す。住民は舟で道路を行き来している。

午後２時半から「障害児医療センター」を視察。医療センターも洪水の影響で水没。別の部屋でＢＵＩ所長、ＨＩＥＮ副所長が活動の説明。

午後３時半、ベトナム事務所訪問。ベトナム事務所ではハンさん、福田副代表から会計帳簿等の説明を受ける。ベトナム事務所員の紹介。懇談。
午後５時半、「静岡フエ青年交流会館」付属日本語学校視察。洪水の影響で生徒が登校できず。たった一人の授業となる。
●坂本文子先生と一人の生徒の授業
ボランティア貯金調査団は日帰りでホーチミン市へ帰る予定。洪水の影響もあるので早めにフエ空港へ行く。途中国道１号線が冠水。膝から上まで道路に水が溜まる。途中何度もエンジンに水がかかり車が立ち往生。結局、フエ市内を出て１時間経っても車が動かない。仕方なく知り合いに電話をし、ランドクルーザーを借りる。午後７時過ぎに何とかフエ空港へ到着。しかし、カウンターではチェックインをストップ。ハノイから来る予定の飛行機が来ないという。連絡するまで空港内で待てとのこと。ホーチミン市へ行く予定の多くの外国人旅行者が空港ロビーで待っている。１時間ほど待つが何の連絡も放送もない。
知り合いの空港職員に聞くと「ハノイからの飛行機はキャンセルされた。ホーチミン市行きの飛行機は来ない。明日午前７時４５分に飛行機は出る」とのこと。しかし、放送等何の連絡もない。不思議な国である。官僚国家の見本。情報を得た私たちは、ランクルでフエ市内に戻るため、国道１号線を走る。しかし、国道が冠水。その上途中の国道のアスハルトが剥奪し、数メートルにわたり通行不能。同時に停電。交通警察官が出て、全ての交通をストップしている。しばらく待つが国道１号線は通行不能。仕方なく、逆に戻りダナンへ。途中から山岳地帯を通り、クアンチ省方向の北ルートを通る。山岳道路は冠水、がけ崩れが多発。通行不能の箇所を何とかランクルで乗り越え、２時間後の午後１０時過ぎにクアンチ省方向からフエ市に入る。郵政公社ボランティア貯金調査団はホーチミン市に帰れず今夜はミン・ベトナム事務所長の「バオミンホテル」（ハンマーホテル）に泊まることとなる。この日記を書いている午前０時近くの今もフエ市内は豪雨である。明日は「子どもの家」で子どもたちと創立１０周年記念を祝う予定であるが、果たして出来るのだろうか？
