１日中、申請書を書く
今日は朝８時から夕方５時までかかって、ある新聞社主催の国際協力賞への申請書を書いた。約２万字。必要なビデオのダビング、資料のコピーなど作った。
東京は３５度。午後３時頃、夕食の買い物に行く。
それほど汗をかく訳でもない。フエで半年３５度から４０度の中で生活する事１１年。身体が「暑さ」には十分慣れてしまっている事が分かる。
ＮＨＫプローデューサーが５年間に渡り４８００万円ものお金を着服していたそうだ。しかも、３年前にはこの事実をＮＨＫは知っていた。調査は未だ途中だそうで、一説では８０００万円の着服とも言われている。私は日本へ帰るとラジオを良く聞く。ＮＨＫラジオは「ＮＨＫのラジオ・テレビは皆様方の受信料で作られています」（主旨）と繰り返し言っている。しかし、実際には「皆様方の受信料は職員の着服に使われ、贅沢な暮らしを支えています」ということになる。３年前にこの事実を知ったＮＨＫ幹部はその事実を国民にひた隠しにしていた訳である。
昨日、ＮＨＫは関係者の処分を発表した。
着服のプロデューサーが懲戒免職になるのは当然だが、直接の上司である部長が「出勤停止７日間」、局長が減給（内容は不明）。驚いたのは、海老沢会長が減給３０％３ヶ月。我が「国営放送」の責任者のこの責任感のない態度。着服事件を知って３年間も何もしていなかったのである。一般常識からすれば当然「辞任」である。減給３０％３ヶ月など殆ど意味のない処分である。「率先垂範」とはこういうことを言うのだと分かった。会長が無責任な組織は部下も無責任になる。海老沢会長の立派な「垂範」を部下が見習い着服したと言うわけである。
私はこの１１年間に１０数回のテレビ取材を現地で受けている。ＮＨＫが直接取材に来たのは１回だけ。「ＮＨＫ教育 ＥＴＶ２００１」も実際には民間のフリーの下請け会社が製作したものをＮＨＫとして放映しているのである。
民放や下請けのテレビ製作会社は、本当によく仕事をする。朝４時に「子どもの家」へ行き、子どもたちの寝起きの様子を取材し、昼食、夜の様子と朝から深夜まで取材する。ほとんど休みなく１日を過ごし、そうした取材を２週間ほどするのである。
たった一度のＮＨＫ職員（カメラマン）の取材を受けた。私の方で様々な取材先を紹介したが、結局１日１時間ほどの取材をし、色々な所の取材をして良い番組を作ろうという「職人」のような意欲が微塵も感じられなかった。「親方日の丸」という言葉がある。ＮＨＫ職員は身分の給料を安定している。
しかし、民放の多くの番組はフリーの下請け制作会社が作っている。安い下請け料金の中でよい番組を作らなければ、次の仕事がもらえない。本当に「こまねずみ」のように働く。良い番組を作りたいという職人気質のスタッフが多い。私は取材に来たフリーの下請け製作会社のスタッフと取材後もお付き合いをしている。人間的な人が多い。
７～８年前にハノイ駐在のＮＨＫ支局長と会った。
彼は私に「僕はストリートチルドレンに興味がないです」と言うのである。私は「あー。そうですか？」としか答えようがなかった。
６月４日にハノイでベトナム政府から友好勲章の授与式があった。現在、ハノイには、日本から４つの報道機関が駐在員を置いている。私は４つの報道機関に６月４日の授与式の取材を依頼した。
ＮＨＫを除く３つの報道機関からは丁寧な返事が来た。ＮＨＫだけは何の返事もなかった。別に返事をする義務はないので私の方でも怒る気持ちはない。
しかし、民間の３つの報道機関の支局長は丁寧に返事をくれたのである。この辺にＮＨＫの姿勢が表れているのではないだろうか？ 国民の受信料で「取材させて頂く」という姿勢は微塵もない。
私などベトナムでＮＨＫの海外放送を見ているが、年間の受信料が１０万円もするのである。これは、ＮＨＫに支払っているのではないが・・。
ＮＨＫの衛星放送はタイからホーチミン市へ転送され、ホーチミン市から私の泊まっているトンチンカンホテルにパラボラで伝送されているのである。受信料はタイとホーチミン市の関連会社に渡っているのであるが・・。
２億円の当たり宝くじ券を福井県の災害支援に寄付した匿名の方がいる。ＮＨＫ海老沢会長と好対照である。今の日本は社会的な地位と人間性は全く別物であることがよく分かる社会ではある。
