マブベ笑顔の会帰国
快晴。猛暑
午前中、ベトナム事務所でミンさん、サンさんと打ち合わせ。
新ベトナム事務所員の税田さんの受け入れ準備の原案を
サンさんが作る。最終確認を行う。
午後１時４０分フエ空港を発つ予定だった大極さんたちの
飛行機の切符が某観光会社の連絡ミスで午後３時５０分だった
ことが分かった。
ベトナム事務所では、午後１時４０分フエ空港発に合わせて
見送り体制などを作っていた。全ての計画が崩れた。
午後２時、バオミン・ホテルへ。ホテルで大極さんたちと
落ち合い、バオミンさんと一緒にフエ空港へ。
「子どもの家」、ベトナム事務所、農村地域の診療所、
フールー小学校などで子どもたちを治療してくれた。
改めて感謝。
午後、あとぴナビ（アトピー友の会機関誌）、７月号・８月号
の原稿草案。
午後６時夕食。この２日間ほど体調を崩して寝ていた
原さんが回復。一緒に夕食。
午前中、用事がありハノイの日本大使館へ電話。
英語で「日本の休日は大使館も休みます」とのこと。
「はー」とため息がでた。
この連休中、多くの日本人がフエに来ていた。
多分、１年中でも一番多くの日本人がベトナムに来て
いたのかもしれない。当然、事故や盗難など様々な問題が
起こるはず。そうした時こそ、在留邦人を助けるのが
大使館の大きな任務。大使館の一番の出番の時に
大使館が長期連休をとるなど、正気の沙汰ではない。
何のために国民は税金を支払っているのか？
あってはならないが、ベトナムで列車の事故、交通事故、
航空機の事故などがあるかもしれない。大使館に電話を
しても「留守電」ではどうしようもない。
お役人天国とはこういうことを指すのだろう。
現場の多くの大使館員が本当に一生懸命仕事を
しているのも知っている。しかし、外務省設置法に明記
されている在外公館の任務の大きな一つである在留邦人
保護の体制が出来てない現実は悲しいことである。
「ＪＲ西日本体質」は、今や日本の大組織、大企業に
蔓延しているように思われる。
これは私が全く休みがなかったので怒って言って
いる訳ではない。民間の人間でもこの程度の
努力をして日越の友好交流のために努力をしているのに、
税金で生活している｢公僕」がこの体たらくでは。
大使館はお得意の「連休中は自己責任」とでも
言いたいのだろうか？
