ＪＡＳＳ第１１回総会議案書作成
終日曇り。寒い。
メール受信２４通。送信１３通。
午前中支援者へ手紙を書く。徒歩、ベトナム事務所へ。
終日、ＪＡＳＳ第１１回総会議案作成。２００４年総括部分。
午後、日本経済評論社の「評論」（ＮＯ１４１）と言う小冊子を読む。
暉峻衆三氏の「同時代私史」は懐かしい人物の名前が出てきた。
宇野弘蔵、風早八十二、西口克己、藤本武、山川均・菊枝、
安部公房、山田盛太郎、大塚久雄、家永三郎（先日逝去）。
この小冊子の中の「前 ＨＥＡＬＴＨ ＡＮＤ ＤＥＶＥＬＯＰＭＥＮＴ
ＳＥＲＶＩＣＥ アフガニスタン事務所代表」の桑名 恵さんの
短文には引かれるものがあった。
アフガニスタンへの国際支援が「援助のショーケース」化し、
援助団体間の援助競争が激化し、「より、住民に受け入れられる
支援を優先」し、自立を促さない「全てを与える支援」が
横行しているとのこと。住民は「与えられて当然」という援助への
依存を作り出している。援助が「自立した社会再建」というねらい
とは逆の結果をもたらしていると言う。更に援助団体が、寄付を
くれた人々や団体にアピールをするため歪んだ状況が現われ
ているそうだ。新しい学校、診療所などの多くが、住民の
居住する場所から数キロも離れた幹線道路近くに建設されている。
寄付者などの視察は、時間の都合で道が悪い村の奥には
入り込めない。（本当はこうした所に学校や診療所が必要なのだが）
寄付者などが視察で車から見えやすい幹線道路に学校や
診療所を建設する支援団体があるという。
「××団体、水道建設プロジェクト、資金・××国援助、２００３年」
等の援助団体の看板が幹線道路に色とりどりに所狭しと
並んでいると言う。桑名恵さんは「これらの状況を見ると、自立した
社会再建を実現するという大きな援助の目的を見失っているように
思える」と述懐している。「外国人が関わることで、主役である
アフガニスタンの人々の国づくりの当事者意識を殺いでしまって
いるのかもしれない」と。
海外支援の現実を的確に表現している言葉である。
私がベトナムで１１年間活動して、桑名恵さんと同じ気持ちを
持つに至ったのは、まやかしの支援の実態があまりにも
多いからである。
夕方、ドンバ市場までウオーキング。１時間。
総会議案の２００４年総括は、具体的な数字をきちんと
入れようと思っている。そのための細かい数字の調査に
ひどく時間を取られている。「子どもの家」やベトナム事務所
への訪問者数を月別に出したり、刺繍みやげ物店への
訪問者と年間売り上げ金額、刺繍みやげ物店で働いている
「子どもの家」卒業生の年間平均給与・・・・・・・。
良かった、悪かったと一般的な評価ではなく、具体的な数字を
出しての年間総括・評価が必要である。こうした総括の上に
立って２００５年度のＪＡＳＳ活動方針が導き出される。
文書になるとなんでもないことではあるが、なんでもない
文書でも具体的に自己分析するのはかなり厳しい作業ではある。
毎日、コツコツと時間をかけなければ完成しない。
もう、明日は土曜日である。
