「200３年度ボランティア貯金完了報告書」作成
終日、「2003年度ボランティア貯金完了報告書」作成に時間を費やす。
夕方、ベトナム事務所経由でドンバ市場へウオーキング。1時間。フエの気温36度。今後、1週間の予報では最高気温は３６度とのこと。
（上流の土砂で茶色になったフォン川）
2003年度は郵政公社のボランティア貯金から300万円程度の交付金を頂いた。2004年6月31日で期間が終了。8月中に300万円の交付金をどうのように使用し、どのような効果があったのか、現地ではどのような評価を受けているのか、など多岐にわたる項目について報告書を書き提出する。
ボランティア貯金に拠出している国民の皆さんの貴重な浄財から成り立っている「ボランティア貯金交付金」である。2003年7月1日～2004年6月30日までの1年間に「申請書」通りに有効・正確・適切に使用したとの報告書を具体的な事例を挙げて書いた。
1日かかる。
数ヶ月前からフォン川は常時茶色に染まっている。
理由は上流の山岳地帯から多量の土砂が流され、下流のフォン川は茶色に染まってしまった。
上流の山岳地帯は1960年代には「ホーチミンルート」として、北ベトナム～軍事物資、軍隊などが搬入された所。最近になってベトナム軍は「ホーチミンルート」を観光に使おうと、再開発している。
かつての「ホーチミンルート」は木に覆われた狭い山道だった。現在、ベトナム軍は「ホーチミンルート」を拡げ、外国人などの観光が出来るように山の木を切り、土砂を掘っている。「ホーチミンルート」を観光化するために多量の土砂がフォン川の上流から流されている。ベトナムで唯一と言われている清流であるフォン川も今は昔の面影はない。「濁流」と化してしまった。このまま行くとフォン川だけでなくベトナム中部の生態が大きく変わってしまうことは明らかである。漁業や農業などにも大きな影響を与えることになる。
ベトナムの「近代化」路線＝「ドイモイ政策」の正体見たりと言った所である。環境保全は政府や特定政党から相対的に独立した大衆組織、ボランティア団体などの監視がなければ、中々難しい。この国では政府や軍隊の政策・方針を批判することは不可能に近い。何とからなないものなのか・・・。
